I tell you that by self-experience, that in the terraining contest 22, I did the poll without restrictions to users to cast a vote: result: lot of people voted a theme that wasnt the favorite for the participants. So In my experience themes should either be picked talking by participants or votes in polls should be restricted to participants (or users that will consider to participate).
