Do you press it BEFORE you place the doodad or after? I am dumb,I know.

After. You place the doodad, select it, then raise/lower it. 
Also there is an option in WE to keep custom doodad altitudes when moving them, so you can reposition it afterwards. Make sure Advanced->Reset Fixed Object Heights is unticked.

How do I select the doodad tho? I am not the greatest terrainer and I don't know much about it and I could use some professional help.
