Does the Warcraft 3 World Editor require the graphic cards? Hope you can reply me as soon as possible.

Graphics cards are what generate the feed of images to one's monitor, right?
World Editor requires the use of one's monitor.

So...can I use the World Editor without graphic cards? If so, can you give me a file which contents World Editor used for TFT? I really want to have that!

No, you'd need a graphics card in order to use the World Editor. Otherwise you wouldn't be able to see what you're doing, because your monitor wouldn't work.

Do you have a copy of TFT? It should be in the TFT folder.

Are we talking about the same thing here? I don't see how you'd be able to use a computer without a graphics card, and Warcraft III needs the use of a computer. Does your computer have a built in graphics card?
