It's made by Red Shift (aka Red), he pulled out all his textures out back in 2013, all his resources are gone now. I was able to save this texture (I already published one of my maps) before it happened.
With respect to the decision of Red Shift i do not have a right to redistribute it (as an individual skin), though i may still publish this map soon with that skin in my map, it's just up to the people whether they will extract it or not.
