Well yeah. Why did you think it cant be?

Though it cant be linked to Draenosh. And for stability it should be located to an already existing portal, like Dark Portal(either side) or the portal in N'Gah

Well any portal can be directed to anywhere with right knowledge. Here Twilight portal and portal in Outter god world were connected. But I don't think its N'gah where this portal leads to.

No not N'gah, since that is reserved for latter. I am not that much interested in Dwarf Campaign.
