Guess it's because of the camera's angle because he was almost as big as a warcraft 3 paladin but indeed he looks small here...

Vel, havent I told you the lore? Im pretty sure I told you the story about the Khan at least 2 times.

Yeah, something about all greenskins were united under a khan once, but then split up into small clans and a shattered race was nothing against the Falmir kingdom - but prophecies tell that one day in the future a new khan will rise and reunite the clans. Oh, and artefacts from the old Khan exist and this helmet appears to be one of them ^^

You need to get all of the artifacts. But still... becoming the new khan will require something else as well.

The orcs won't accept a human khan, and I assume you misunderstood the story, these humans attacked a clan of orcs and in the end this helm was found.
