These merchants are quest givers. They have had their supplies robbed from them. If you complete the quest you are given options. You can return the supplies or keep them for yourself. If you return them then the merchants will be able to finish the construction of their shop nearby. If you keep the supplies you will get the gold, but will not be able to enter the completed shop.
