The CO vision technology was Triumvirate only, and it was powered by the arcane powers of Draenosh, after it became corrupted and all it's essence was drained by Old God, CO orbs became worthless and powerless... of course some talented enough mage could make a few of them operational with his own power... but not much...

Oh and it has been proved that CO TV could be seen in Azeroth before and the Eluna'vi have worked with Triumvirate before and one could simply have bought a television.
