Unfortunately this is an issue within the engine itself. Its usually worst where light sources intersect but also seems to happen if to manny lights are present on screen. Iv had limited success raising the light model slightly to soften the effect but this also doesn't seem to work all the time. Id imagine creating a single model with multiple lights for a scene would probably yield better results although iv never tested that theory ?
I saw someone who had a similar problem a while ago and they made a custom light model that has a high intensity. If you use the model and only change the color, you can make it appear larger or smaller or orange, red, green, blue, whatever. I have been using those and the problem has decreased dramatically. It still happens from time to time, but on a much smaller scale.
