Maybe you could have a tower defence minigame for the banker.

Build towers to stop robbers. Towers have finite life so you have to keep on top of it. Robbers steal 10% of the treasury.

Thief/criminal players can try and sneak special units past the towers, fast, invisible, flying etc.

Could also have a cash truck type quest, escort the slow cash truck to the bank, other players get big reward for ganking it.
