This house being built is an example of how certain things happen after the passing of time. This house will be fully constructed and enterable after time passes and conditions are met. This is an example of a secret area where it will only be finished if you figure out how to make it happen. I have always liked secrets and discovering them. It always gives such a feeling of accomplishment.
The overturned wagon in this picture also shows another way of subtly blocking a path. Chances are you would never see the overturned wagon, but in case you decide to explore rather than interact with quest givers it prevents you from getting too far ahead.
