semi-transparent BLP's

I'm trying to make a system to show the range of a tower in my TD around it when it's selected. I made a simple circle model and applied a white texture to, however, i want to be able to see the terrain under he circle (AKA I want it to be semi-transparent). When I try to make a semi-transparent TGA in GIMP then convert it to a BLP with War3 Image Viewer, it either comes out solid or entirely transparent. How (if at all) can I make a BLP semi-transparent?

You can actually use the alpha channel to make a skin semi-transparent. But it all depends on how the alpha channel is used by the model. And that isn't a very efficient way to make it transparent anyways. So if you ask people in the modeling/animation forum, then you will likely get a better alternative.
