Use video encoding software to convert captured video into GIF.
Use fast internet to upload bloated GIF file to some poor site who is willing to accept it.
Use standard image tags to reference GIF file resource.
Ignore everyone who rightfully complains you are wasting their time and internet bandwidth by forcing them to download a bloated GIF file to view a page.
Consider using YouTube or other video streaming services to distribute the clip as they are much more bandwidth efficient thanks to lossy compression.
Basically one needs a video encoder to convert from one video format, usually a container like AVI, to GIF. Since GIF is a really old and obsolete format for videos it will always be bloated and low quality compared with high end lossy MPEG style compression such as used by YouTube, Netflixs, Amazon Prime, BBC Iplayer, etc.
