How to make soundsets

Is it possible to make own soundset for a unit without any custom program? Or if not is there even any program for making own soundsets for units. (I saw(heard) some custom soundests in few maps)

I dont know if you are able to create own soundsets but i know that you can replace the sounds in the sound editor of already existing sets.
So if you got all needed sounds search a soundset you dont need with matching number of sounds and replace them with your new sounds.
