I haven't until now, and that description doesn't really tell me a lot.
But I guess it is a tool for more advanced codeers to achive more things with the WE?
However, this is allowed. The rules are not against it, and it would be unfair not allowing this, as the contestor can't make use of his special skills if we did.

SharpCraft is like a whole new level of modding War3. In order to play with maps made with SharpCraft, he/she has to have SharpCraft and an external program to hack Warcraft 3. It even allows PS4 joystick to be played in War3?!
And no, WE does not support SharpCraft. It is a pure hack.
