What they mentioned and the editor also says that it "upgrades" a unit. Like town hall to castle. So i believe that is why it doesn't work. And yes all of them work.

It does not work, i've tested it several times with different units and it doesnt work

So please explain how I made my Castle train Peasants using that action just a few seconds ago? Yeh something is wrong with you using it, not the action.

This leads to 2 possible problems you are having.
1. The unit cannot train the unit type requested. This could be due to requirements, food or even just lack of resources.
2. The trigger is not actually running the action. If it is never run then nothing can be trained.

I am guessing 1 is the actual problem. It is very easy to overlook that units need food, gold or lumber to be trained.
