Terrain in First Person Camera

So, I'm gonna start a new project, but theres just one thing.
I can't seem to be able to raise something.
Pic what I mean:

The stair to the right I wan't to make it "fly" so I can make the stairs higher.

If it is a doodad, just hold CTRL and hit Page UP (PGUP) button a few times, it will raise. If it's not a doodad.... I'm not sure what to tell you, other than good luck.
