So they haven't changed the AI at all?

They haven't even had the decency to improve the ancient AI from 2003 in a "reforged" game? I know they've been a disappointment in so many aspects that it shouldn't be surprising, but improving something so absurdly outdated seems like one of the very basic things they should've done.

The game released in 2020, was making an AI better than the old one that difficult? Does the code of the game makes having a decent AI complicated or something?

Yes it does. The AI system is kind of crap. If you fill a room with bright people and ask them to fix the AI system, they will want to reinvent it entirely. Unfortunately since that takes too long, the bright people will be told to spend their time on something more profitable instead.

Your only hope would be to have someone who was mediocre and entry level (with a high aptitude but less experience) who ignorantly does whatever you tell them regardless of whether it's a good idea. That way when you tell them to fix the AI they will just do it inside the existing system. But because they would be high aptitude, then they would do a good job.
