How to make unchangeable races at the begin of map (before starting game) ?
For example, that everyone is humans and they can't change that ...

I don't have access to a World Editor right now so I can't tell you exactly where it is but there's a "player preferences" menu option in one of the tabs at the top of the terrain editor. I BELIEVE you can make races fixed by player slot there.
