Only the Off Topic Moderators, Global Moderators and Admins can.
If you're a normal Forum Moderator like me, you can only edit posts in your assigned forums. Global Moderators can edit posts and do other functions in any of the forums. Admins can do just about everything.
And Something Else was created for the exact purpose that Kaitech was describing. Too many useless posts counting towards your count in off topic, so Something Else was created as a home for the retarded threads that should not count towards anything.

Some forums have nothing but uneditable text posts. Editing and smilies are a mere convenience. Nobody would not make a post because it lacks convenience.
