Military mission/free play & rank based 'rpg(?)'

so yeah i'm pretty much just looking for ideas of any kind and shape for this.
it would be a game where there is BASE, where you can sit around, talk to people, do training (repeat tutorials, check out your new weapons/weapon attachments) and get people for missions & squads. It would be a multiplayer game - probably up to 12 people, for maximum amounts of squad availability.
Ranks would play a very large role in the game.
- note that accuracy in anything is not there

Now, you can leave the base on missions, which would be things such as support (usually sniper, varying between night time for night vis, or screwed up conditions which would require thermal visioning or artillery etc. support), assault, infiltration and hopefully others. all of them would probably have different conditions etc.
OR you can leave and just run around, do some training, gain combat experience (which would be independent of ranks and give you knacks with guns etc) and just do some reconnaissance - the bases etc you would go to on missions would actually be accessible through this kind of thing, support could even be called in by some guy who's knotted down somewhere in the bushes.
Missions would be required from time to time to get you ranks, which will unlock, for the first part, squads, new rifles/sidearms, and attachments. when you move off the enlisted ranks and onto commissioned ranks (starting with 2nd lt), you would receive more squad based privileges as well as more choice between your weapons.

Ranks would play a huge part in the game - they would be the game's lifeblood and multiplayer availability. To follow up on that, missions would almost always have availability for a squad - one that you could make up of NPCs, or, as a higher ranking individual, invite other players to your squad. You could also go as partners, if you were same ranked or similar. Squads would be 'controlled' by the squad leader - usually the highest ranking individual within it. he could then send out orders such as covering fire, attack position x, defend position x, move to position x etc. these (could maybe) also have a priority rating from 1(0)-10(0) which would then allow the npcs to decide whether what they're doing right now, ie., getting out of bogged down fire, or attacking position x would be more important at that precise moment. while players would not be forced to carry out orders, it would help a lot if the squad leader was a decent player etc. Having a successful squad in a mission would carry towards the player's rating and therefore rank advancement etc.
basic ranks would go as follows -
Recruit (tutorial level) - Private - Private First Class - (Specialist) - Corporal - Sergeant - Staff Sergeant - Sergeant First Class - Master Sergeant - First Sergeant - Sergeant Major - Command Sergeant Major

the ranks up to Sgt 1st Class would all be unlocking new features such as squads, weapons, attachments, etc. Master Sergeant and first sergeant and sgt major and command sgt major (the ones in bold/italics) are on the same pay grade.
Ranks would be acquired by success in missions - certain missions would have to be carried out for the next rank to receive it, to show how to use x attachment/gun/carry out mission. Rank rating would probably be something on a scale from 1-100 which the player would not see, which would then decide his next promotion. It would be gained by doing missions as well as just walking around, scouting, helping people etc.

Guns. so yeah, i would have to decide between automated (wc3 normal) firing, or if you had to select units/click with your gun, w/e, to shoot. as thermal visioning would be cool in the game, the latter option would probably be decided upon, or based on the gun you're using & mission you're doing. I was also thinking that perhaps scopes could be used in the game - as fade filters with a zoom or better aim, with the outside of the scope blurred or blacked out. Having this second option for shooting would probably be quite a bit better in a lot of ways.
