There is no change when you change the "UI \ Glues \ Loading \ LoadBar \ Loading-BarBorder.blp" file you are trying to change the skin of the load bar of the loading screen. What shall I do?

Import your new skin and set its custom path to loading bar's path. I hope you get it.
