Free 2d art programs?

Since, I don't feel like taking the time to pirate a working version of photoshop again. Are there any free programs like photoshop (Not GIMP) that can be used to make icons and loading screens, and still be as easy-to-use as MS paint?

Why not GIMP? It's the best tool you can get for free.
It's nearly as good as Photoshop.

There's another free 2D art software called Paint.net, but I haven't tried it myself.

gimp is simple very simple its my favorite editing software for photos and just like you i dont want to get photoshop all over again although you dont have to pirate it there are only like five varitations for the serial code so you can just type in one of them and download they can be found mostly on youtube thats how i got macromedia flash 8 a 999.99$ program ^_^

i find photoshop to be much more complex than gimp
