Well this works for pre-placed units. It doesn't have this "/" bar for the food used, it's just a single number, e.g. 5.
I guess you want units to be in-game created, so that would be the problem. Well, I don't think you can; i tried many ways, e.g. Interface changes and negative numbers in Food cap via triggers, it doesn't work.
i didnt find anything in either gameplay constants or game interface but you could make a dummy unit which provides food, and therefor it isnt red anymore not sure if this is what you wanted..
It automatically hides the 2nd number when you have 0 food cap, but when you put your cursor over it it still says %d/%d or whatever in red lettering, is there a gameplay constant i can change for this?
Edit: Any idea what the game play interface constant ""|N%d-%d Food: %s|R (%d%% G, %d%% L)"" does?

Looks gibberish to you. But for those who don't know: it's a field that shows Raw Data for Upkeep. G is gold, L is lumber and %d, %s and other percent fields define income rate.
