Asking about stucking and lvl of any char!Help

*i add the ability to weapon which can make any hero wear it able to auto cast Frost nova and vampiric aura to life steal. So .... when any hero wear this weapon when attacking the hero will cast out the frost nova continuesly (continuesly only when attacking) and have the ability to do lifesteal.

The problem is when Melee type hero wear it dont have any problem (success) but when the Range Type hero wear it The vampiric aura is non active only the auto frost nova work!! so i change the vampiric aura to Item life steal but the auto frost nova become useless ( non active ). any one have any idea about this ??

*How to set hero level in World editor ?? So when i play the hero i want have already reach the level as i set!!

*How to set the max level of hero ???
