It has been around for about 2 months, it seems pretty cool.

AFAIK it is a dedicated server for Chinese players (similar to w3arena for the other side of the world). People probably do it for lower ping, better population, and for an updated ladder. (1v1, 2v2, and DotA)

I guess just about everyone has gotten fed up with waiting for wc3 bnet update and now everyone has made their own servers.

Let's be completely honest here: with a population of over 1 billion people, I always wondered why there wasn't an exclusive china server on bnet anyway when we had two for the US alone.
