System won't work :(

I found this system on the hive https://www.hiveworkshop.com/resources_new/spells/1319/ and I imported everything in my map, Did exactly like it says but the bar won't come above my unit.. It just looks like [] Casting - Fire Ball, and there is supposed to be a bar that looks like [||||||] that? So if anyone could help me, it would be very much appreciated.
