No need to rework the quest system. Just make it like this:
Each player takes his/her own quests, and can finish it with his/her teammates. When a player is within range when the quest requirement is met, then his quest gets complete too, but the claiming would be up to them.
It would be like this: You take your own quests, you can help each other out in quests since it's shared, and you claim your own quests after you get the required quest items or whatever.
To avoid something like 2 groups doing 2 different quests, then claiming both, thus getting them extra exp, then add something like: you need to be in range when the quest requirement is gotten, or has been taken. If not, then you would have to do the quest again to be able to finish it.
Edit: Plus, naming your map with your own name isn't a good idea. Adding a name for it like "The Requiem", "The Mist" or something good, helps in making your map lore. Plus, adding ORPG to the name of your map is too mainstream nowadays, you could just make the thread title into: TheRook (ORPG), instead of adding ORPG into the map's name if you release it.
