You have to have a certain amount of rep to be able to give someone else rep. I do not know what the exact number is, but I know it is greater than 0, or -1 in Chad's case.

Sometimes when a mod gives negative reputation to a user, a few days later the user who did something wrong get's his or her lost reputation points back

But afterall, there are many things not working correctly these days.
