'Cause they've got breasts and nipples, which are below the armor and clothing. However, nipples aren't textured into female models cause they are never seen. So, tauren females have anthro breast.

I'd say it's probably a combination of that and the fact that udders would just look retarded and would cause problems seeing as it's a children's game. I don't know, American parents are crazy.
