Hey i'm not sure where to ask this so i'm just going to post it here. What tools do I need to make a loading screen and are there any tutorials for it. Thanks

photoshop or other photo editor program and wc3 model editor if you want to split the loading screen in 4 parts

The Magos Model Editor tool should make the loading screen automatically. You can get it from the tools section. I don't know if it's the most recent version or not though.
If you want to learn how to create it manually then you'll need any image-editing program for this and you have to read a tutorial. I'm sure the Hive has at least one tutorial on this.
On the very top of this page you'll find the button to the tutorials section. Enjoy.
