u can make it as small as 0.10 but i dont believe u can make it dissapear unless u edit the model file. this will get rid of the circle for every unit tho

In action there is something like dissable selection circle I think. Go action Game - and somewhere it is, it is near action "disable scrolling selection" It can be done by replacing texture of selection circle by blank image

If you want it only for a specific unit, then you need to make it's selection circle 0.10 or 0.01.
To hide the health bar, set it's selection circle to -0.10.

Import an empty selection circle texture and put it into the following:
ReplaceableTextures\Selection\SelectionCircleLarge.blp
ReplaceableTextures\Selection\SelectionCircleMed.blp
ReplaceableTextures\Selection\SelectionCircleSmall.blp

Must be imported thrice.

You can set the selection scale to a negative number, then it's completely invisible.

Depends on what you mean with "bug". The health bar gets invisible, yes.
