It multiplies the damage from magic and spell by the constant used in "Gameplay Constants". By default I think its 44%.
So, if a spell that deals 200 spell damage is cast on a unit with Banish, it will deal 288 damage instead.

It is 66% default! Spell that deals 3000 will deal 4980.
I was trying to change it in gamplay constants, but "spells" field makes no effect on it... but when you set "siege" and "chaos" it works as you wish...
I think it is some bug like Poison ability has.
In object editor Data - Attack speed factor reduces movement and Data - Movement speed data reduces attack speed
Actually it doesn't have it, If you read it carefully - you will see that damage bonus is always 40%, increases only duration.
I also wandered how they do it, but then read attentively)))
