I think that is used when switching between maps you know as in the bonus campaign.

Seems like you can set this flag with Game - Set Map Flag yourself and it will be preserved when you change the map. Then again, that is also the case for other map flags.

I noticed that as well and guessed it could be for that purpose. I also, checked the Bonus Orc Campaign, I think it is used to differentiate between user loading a saved game and the action: Save Game and Load Game but I am not 100% sure.
