Nope, the resource makers will make the mods, you just purly use them as mods are account independant.
As far as I can tell you are meant to advertise usable public mods in the project fourm with maps. As more come they may get their own section.
Complaining here will get nowhere, start a thread in site discussion or something if there is not one already.
