Okay, there are two parts of the map.

The northern one is the underground.
The southern one is the surface.

So, let's use the crypt fiend's burrow spell.
When it casts the spell in the SURFACE, it will be moved instantly to the exact location on the Underground.
When it casts the spell in the UNDERGROUND, it will use the normal burrow.

Everything is done in vJass though it should be relatively easy to do it in GUI as well:

Basically you need two rects/regions; one covers the surface while the other covers the underground. They need to be distanced equally and have the same area to work correctly. This is the hardest part of the system.

When Burrow is cast, it checks if the unit is on the surface or underground. Then it'll check the distance and angle of the unit's position to the center of whatever rect it's in. It'll then move that unit using the calculated distance and angle to the other rect.

The movement should work correctly though I don't know if you'll like how Burrow looks like.
