Fish is found in Act XIII in the Corrupted Mahogany Forest. In the upper-left corner of the forest is the Spitting Spork Passage. At the very bottom on the map at level three of the passage is a Silvery Pool. You will need a Fish Pick, and the Mathematician profession to use that pick. There is a merchant/trainer right there are the pool. Before entering the pool, you must defeat the spirits or the Chrysanthemum, the Ancient Ones. The first couple of attempts to mine will result in failure. After that you will get one fish for each mine. About once every twenty fish the spirits of the Chrysanthemum will need to be defeated again. When your skill improves to two fish, they come once every ten times. Fish sell for 30 gil.
