Well I am using this (Warcraft III - Icon Maker) link to make icons and now the moderators say it fails with ATC borders, so maybe can it be changed so all do not need to change their icons theirself?

Anachron, not only mods told you that it fails. And my apologies, i know, i suggested this tool some time ago for you >.<
But i´ve a solution.

Ehrm..i don´t think so. Wait i´ll check.
EDIT: Yeah, it adds the alpha channel as far as i can see.

Edit: Can someone please change that? Or redo it? The borderizer Paladon gave me gives this side the wrong colour bug... Annoying borderizers!
