Do mean so they wander around randomly? Theres actually an ability in the object editor called "Wander (neutral)". This is the ability that frogs and sheep have. Just give the villagers this ability.
or if you want them a little bit organized or have a bit of control over their behavior [like ensuring that they won't go out of town etc], use triggers to issue move order...
Instead of using Wander (neutral), you should use Tornado Wander (neutral) because it has Stats - Duration - Hero/Normal, this field determines the interval therefore it can be reset each interval, and it won't cause the unit to get to the farthest end of the map.
But overall, if you want to make it so it wander in a controlled area, trigger is they way.
