Using another unit's abilities?

Hi everyone, I'm extremely new here. I'm in the process of making a defense map of sorts, and am trying to make a rather interesting hero-- one that I'm sure has been done, but I've never seen.

My goal is for it to be where this hero gains random abilities of heroes when they come within a certain range, but loses them when they get out of range. What I'd love to do then is make it so his ultimate allows the player to specify an ability for him to keep until the player decides to drop it-- though that seems like a long shot.

So my main question is is it possible for a trigger to find out what abilities a nearby unit has without said unit casting them? Also, is it possible to make something trigger when a generic unit comes into range with a generic unit of a specific type?

If you have any advice on how to go about the rest of the triggering that would be terrific; I'm experienced with GUI but that only goes so far.
