Unit - Issue order with no target

That should work. Use unit - issue order targeting a unit and then use the order string to define the spell that has to target that unit.

It all depends on what kind of ability you want him to cast.
Abilities with no target (Like Bear Form) are Unit - Issue Order With No Target.
Abilities targeting a unit (friend or foe, like Holy Light) are Unit - Issue Order Targeting a Unit.
Abilities targeting a point on the map (like Reign of Fire) are Unit - Issue Order Targeting a Point.

You just have to check which ability you want him to cast and see what it targets. Then you pick that command and choose the ability you want him to cast from the list.
