Tornado won't go below the ground

I made a very good effect by using a tornado with -700 Movement Height, seems good in W.E, but in warcraft the tornado is normal, above the floor...

How can I make it go down?

The movement "type" of the tornado must be flying... then you can change the height.

There is an entry in the we which can be changed to flying, amph.., walk, ...
