Tool tip missing...?

I've created two magics using the "Berserk" and "Immolation turn off" icons. But then the thing that is shown on my screenshot happens and it says "Tool Tip Missing!".
Could anyone please tell me why this thing happens? It would be much appreciated

Art - Icon - Research
Text - Tooltip - Learn
Text - Tooltip - Learn - Extended ?
