sort of mana burn

im at a little problem here witha spell id like to create . Its a sort of mana burn.
But the difference is instead of burning it. The person with this mana burn Steals some of the mana . like when he attacks he will steal lets say % of the mana

but i want to make the move a activate/deactivate move. if some one can help me here id be thankfull.
