Well, putting 1 near 2 doesn't mean 1+1+1+1+1+1+1+1+1+1+1+1, does it? So, if you put 1 chap near 2 chaps they won't make won't actually make 12 chaps would they?

19 seems to be correct.

Head - 2 for ears, 1 for mouth, 6 for eyes, 1 for the head itself = 10
Body - 2 for paws, 1 for the body itself = 3
Tail - 2 for the horizontal part, 5 for the diagonal parts = 7

EDIT: There's actually 20.

The trick is the tail:

1) Horizontal part - 1 small light blue triangle, 1 made of the blue part and the small light blue triangle = 2

2) Lower diagonal part - 1 made of the blue part and both light blue ones, 1 made of the blue part and the smallest light blue triangle, 1 smallest light blue triangle = 3

3) Higher diagonal part - 1 blue triangle, 1 made of the one blue triangle and the smallest light blue triangle = 2

EDIT - I think you counted the same triangle twice.
• Horizontal - 1 small light blue triangle + quadtrilateral = 2
• Lower diagonal - 2 light blue triangles + quadtrilateral = 3
• Upper diagonal - 1 dark blue triangle + light blue triangle = 2 triangles, not 3 because the light blue triangle was already counted from the lower diagonal

EDIT 2 - OH WAIT. I see another triangle in the lower diagonal. That is indeed 20.
