How can I make an ability, which when used opens new clear menu with 12 slots for your hero in the bottom-right corner of the screen (I don't know what exactly is this menu called).Like the actions in NOTD for example.

I think your referring to a ability with the name " Spellbook" where you can put other abilities inside of it. Look spellbook up in object editor.
