Problem after problem after problem... never ends.

Every attempt at making a noteworthy map is constantly refuted with the amount of frustration one has to deal with every step of the way ...

I mean seriously... I was about to get happy for creating a quest system that took me hours and hours to complete and now that I try to create a pathing/patrol system for some neutral hostile... THEY dont move !!!

Modding... hate it and love it. GAH.

Well, I have a neutral hostile spawn system for my map BUT they will not patrol between points, they just stand still.

I use the latest JNGP editor and i notice that in the menu for View -> Pathing Ground, my tile set (grass, dirt) is not allowing the units to path !!

I dontk now how to fix this.. they seem to only path in the 'blue' tileset shade areas

Neutral hostile have these in the gameplay constants "Creeps - Guard Return Distance" and "Creeps - Guard Return Time" that will make them go back to their camp and stay there regardless of their current orders. Try changing your Neutral hostile into Player 12 (or any unused player slots) so that their orders will not be interrupted.

EDIT: Well, you can change the pathability of tilesets in JNGP. Tried that?

It's unclear what your question is. Can you re-state it so we can be of better help? I think making them owned by P12 is a good solution if that's what the issue is.

Trust me, a lot of my bugs that keep up hours end up being uninitialized values or forgetting to change old parts of the code when I revise it.

It's frustrating indeed.
