I can't see your picture but from the context of what Hell_Master posted I figure you want to remove that "100%".
As Hell_Master's link says it cannot be removed completely.
You can however make it black (or any other color for that matter).
In the Gameplay -> Interface find the "Gold Income Rate" and type in "|cff0F1B28".
By doing so you will make all text in the "Upkeep" window black including the "100%".
If you want additional text. Fx. your name or the name of the map or what ever then use color codes for that text.
That number is hard coded into the game. Unlike StarCraft II, Warcraft III was not designed to be almost fully flexible with its UI so has a lot of annoying things such as upkeep levels which will still be shown even if the feature is not used.
Most mappers grit their teeth and mix it in with a bunch of other text like "Map Development - 100%" but this is not a good solution. You could try and use strings which contain control characters to mess up the generation of the field since obviously it is being inserted with some sort of string concatenation or formatted string. You could try using a form feed (page break) character and see if that does anything as perhaps it will not render the text then.
