Permanent Locust?

How would I go about giving a unit the Locust Swarm ability, without it having to be activated? (like, it's activated as soon as the game starts, and it never stops)

well, you could make the spell have a huge duration, and make it be fired at start using triggers.

Or make it have 61 duration, 60 cooldown, then a trigger which fires it... every 60 seconds.

but if it is already on then it wont work will it??

but if it doesnt you can just make it every 61 seconds plus you need to make the unit or hero have the unit at the start
