Peasant problem

I made eight human kingdoms to play as. I worked the tech tree and units trained and all of the other tricks knowm to me. However, KUL TIRAS WONT HAVE THE ABILITY TO TRAIN PEASANTS!!! WHY GOD WHY? It's the only thing between me and finishing my map
